After the report is submitted, payments for the missed months will not be reinstated. In 2026, 45 management organizations were removed from the register.

What happens to residents' contributions in Uzbekistan if the management company fails to report
In Uzbekistan, the accrual of mandatory contributions for the maintenance of apartment buildings is suspended for management companies if they fail to submit quarterly reports in the Mening Uyim system. This was announced on October 13 by the Minister of Construction and Housing and Communal Services, Sherzod Khidoyatov, during the "Government Hour" at the Legislative Chamber of the Oliy Majlis.
According to him, management organizations are required to spend the mandatory contributions of apartment owners strictly within the approved annual work plans and estimates.
Information on completed work, income, expenses, and cash flow must be entered quarterly into the Mening Uyim electronic system.
"If a management organization fails to enter quarterly data, the accrual of mandatory contributions and payments is suspended, and no recalculation is performed," Khidoyatov stated.
This mechanism is codified by a presidential decree (PP-48) dated February 5, 2026.
According to the document, management organizations must submit reports no later than the 10th day of the month following the reporting quarter. If the data is not entered, the system halts the accrual of payments for subsequent months until the report is submitted. No retroactive charges are made for this period.
Responding to questions from deputies, Deputy Minister of Construction and Housing and Communal Services Ozoda Dzhuraeva also spoke about control measures over the work of management organizations.
According to her, a rating system on a 100-point scale has been introduced to assess the quality of their performance. A significant part of the rating depends on apartment owners, who can assign points through the Mening Uyim app.
"The effectiveness of this system, of course, depends on the participation of the owners themselves. In Mening Uyim, users can submit inquiries, assign points, and evaluate the activities of management organizations in various areas," the deputy minister noted.
She emphasized that under the presidential decree (PP-48), management organizations are required to report quarterly on received funds separately for each apartment building.
"If such a report is not submitted at the end of the quarter, the accrual of mandatory contributions is suspended. That is, the accrual will be stopped until the report is presented. This will lead to mandatory contributions for the corresponding period remaining unpaid," Dzhuraeva explained.
The deputy minister addressed the liability of management companies for violating the established requirements separately.
According to Cabinet of Ministers Resolution No. 47, organizations that violate the rules for managing apartment buildings three times within a year are subject to exclusion from the relevant register.
"This year, 45 management organizations have already been excluded from the register," she reported.
However, the deputy minister did not specify the exact grounds on which these organizations were excluded or the regions in which they operated.
Dzhuraeva also reminded apartment owners of their right to change their management organization independently. According to her, an electronic application procedure has been established for this purpose.
"This procedure is also systematized and digitized. Owners can submit an application and change the management organization. The entire process has been fully converted into a digital format," she said.
The deputy minister urged the deputies to more actively inform the population about the capabilities of Mening Uyim, noting that more than 7 million people live in apartment buildings across the country.
The system provides for separate accounting of receipts and expenses for each apartment building. In addition to mandatory residents' contributions, funds from leasing common property are also tracked through it.
Owners can receive information about the activities of the management organization, submit inquiries, track the progress of their review, and evaluate the work performed.
From July 1, 2026, holding meetings of owners, making decisions, concluding contracts, submitting reports by management organizations, and reviewing residents' inquiries via Mening Uyim are planned to be introduced in Tashkent. From 2027, this procedure is planned to be extended to the remaining regions.
To recall, the mechanism for suspending accruals due to a lack of reporting was provided for back in February 2026. At the parliamentary session, representatives of the Ministry of Construction explained the procedure for its application and provided data on the exclusion of management organizations from the register.
