Unauthorized installation of split-system air conditioners will be banned in Uzbekistan.

New rules for the maintenance of apartment buildings will prohibit the unauthorized installation of air conditioners in entryways and establish deadlines for facade repairs.

In Uzbekistan, new regulations for the maintenance and operation of apartment buildings will come into effect on November 16. These regulations, among other things, prohibit the unauthorized installation of split-system air conditioners and heating systems in entryways.

The corresponding order by the Minister of Construction, Housing, and Communal Services, Sherzod Khidoyatov, was approved on August 14. This is stated in the document.

The updated regulations establish new requirements for the maintenance of the facades, entryways, and elevators of apartment buildings, and also clarify the rights and responsibilities of property owners and tenants.

In particular, the rights and responsibilities of property owners related to the operation of an apartment building do not directly apply to tenants. However, property owners are obligated to ensure that tenants who rent their premises comply with the established regulations.

Owners have the right to use adjacent areas and common property, receive information and reports on the activities of the management company, and submit proposals regarding property maintenance.

Management companies are given a specific deadline for repairing damage to the exterior facade. Any identified defects in cladding, plaster, and painted surfaces, as well as damp stains and dirt, must be removed within one month.

Special requirements apply to malfunctions of main heating mains that pass through the basements of apartment buildings. The management company must notify the heat supply company and provide specialists with access to the basement for repairs.

The new rules also establish elevator safety requirements. The management company must ensure the proper functioning of the emergency rescue device, surveillance camera, communication system, and emergency notification systems.

All elevator cabins must be equipped with signs indicating operating instructions, the elevator model, its load capacity, and the maximum number of passengers. They must also display the "Safe Elevator" registration number, technical inspection information, and the telephone numbers of the emergency and maintenance dispatch center.

Elevator maintenance must be performed monthly, and a technical inspection must be performed at least once a year.

Management companies are also required to ensure free access to the elevator shaft and machine room and maintain adequate lighting there.

The changes will take effect three months after the document's publication, on November 16, 2026.
