Technical operation standards for apartment buildings have been updated

Management companies will be required to correct façade defects within a month, ensure access to utility lines, and comply with new elevator safety requirements. Unauthorized installation of air conditioners and heating units in building entrances is also prohibited.

**Updated Rules for the Technical Operation of Apartment Buildings**

By order of the Minister of Construction, Housing, and Utilities dated August 14, 2026 (registration number 3824-1), amendments and additions were made to the current Rules for the Maintenance and Operation of Apartment Buildings, registered on April 29, 2026, under number 3824.

These new regulations establish procedures for repairs to the facades of apartment buildings, regulate monitoring of the condition of main utility lines running in basements, and define requirements for maintaining sanitary standards in common areas. These changes will take effect after three months.

In particular, clear deadlines have been established for correcting facade defects: the management company is obligated to completely repair any damage to the building's exterior facade within one month of its discovery.

If any faults are detected in main heating pipes and systems located in basements, the heat supply company must be immediately notified and unimpeded access for repair crews must be ensured.

To ensure the safety of residents and compliance with building design requirements, the unauthorized installation of air conditioners and heating units in entryways is prohibited.

It is also mandatory to maintain elevator emergency rescue equipment, video surveillance systems, communication devices, and emergency notification systems in working order.

Additionally, monthly elevator maintenance and annual periodic technical inspections are required.

Elevator shafts and machine rooms are also required: they, as well as the access routes, must be clear of foreign objects and fully illuminated.
