New instructions for securing facilities approved
In Uzbekistan, new requirements have been established for equipping facilities entrusted to the Security Department under the Ministry of Internal Affairs with engineering and technical means. In particular, requirements for barriers, gates and doors, checkpoints, and signaling systems of facilities have been approved.
**New Instructions on the Protection of Facilities Approved**
By order of the Minister of Internal Affairs No. 363 dated July 25, 2026, the Security Department under the Ministry of Internal Affairs adopted an Instruction on the requirements, procedure and conditions for equipping facilities with engineering and technical means entrusted to them for protection. This document was state registered with the Ministry of Justice on August 7 under No. 3920.
According to the Instruction, the following are provided for when equipping facilities with engineering means: fences, gates, checkpoints, water and air pipelines, underground collectors, doors and windows, ventilation shafts, chimneys, other technological channels and locking devices.
In particular, the facility's barriers must prevent unauthorized entry of persons and vehicles into the territory, be undamaged and lockable. The height of the barrier is set at least 2 meters.
The main entrance to the facility must be equipped with an intercom, and the backup entrance must be equipped with a viewing hole. It is set that the special section, server, archive and cash rooms, as well as the doors to the basement and attic must be covered with a metal coating with a thickness of at least 2 millimeters.
Technical security means include security alarm and alarm systems. Gates, doors, windows, corridors and rooms where there is a possibility of unauthorized entry must be equipped with alarms. It is envisaged that motion detectors and other relevant notifications will be installed in each room.
Also, alarm buttons or pedals should be installed in places inaccessible to unauthorized persons, including the premises of the facility manager and accountant, areas where goods and materials are stored, transported, and loaded and unloaded, and guard posts.
To take the facility under guard, an individual or legal entity applies to the territorial security service in written or electronic form. Within 15 days after receiving the application, the specific characteristics of the facility and its compliance with the established requirements are studied.
After the facility is equipped with the necessary equipment, the territorial security service checks its compliance with the requirements within five days. Depending on the results, a decision is made to take the facility under guard or refuse to do so. If deficiencies are identified, they can be eliminated and re-applied.
This instruction does not apply to certain extremely important, classified and state-important facilities, banks and their branches, educational institutions, and facilities protected by the National Guard.
