Uzbekistan proposes introducing mandatory labeling of vegetable oil from July 1, 2027

Uzbekistan plans to introduce a system of mandatory digital labeling for vegetable oil starting July 1, 2027. This is stated in a draft resolution of the Cabinet of Ministers, which the Tax Committee has submitted for public discussion.

The document was posted on the portal for discussing draft legal acts on October 9. The discussion will last until October 24.

According to the draft, companies engaged in the production, import, wholesale, and retail sale of vegetable oil will be required to connect to the "Asl belgisi" national information system. Through this system, they must transmit data on putting labeled products into circulation, their movement during trade, and their withdrawal from circulation.

It is proposed to apply a special two-dimensional code in the GS1 DataMatrix format to the packaging of vegetable oil. It can be printed directly on the packaging or applied using a special single-use sticker.

At the same time, the digital code must be placed in a location visible to the consumer and accessible for scanning without opening the package. It is applied to a special contrasting area of the package measuring at least 10x10 millimeters. The draft resolution specifies that the sale of vegetable oil subject to mandatory labeling without such labeling will be considered a violation of trade rules. In such cases, measures will be applied in accordance with the law.

It is also envisaged that the operator of the "Asl belgisi" system — LLC "CRPT Turon", together with the Tax Committee, will provide producers and importers who are registered and have signed the relevant contract with equipment for managing code ordering by January 1, 2027.

The document lists the prevention of illegal import, production, and sale of vegetable oil, as well as the digitalization of product circulation, among the main goals of the new procedure. This procedure has not yet been approved; the draft is currently at the public discussion stage.
