Liability for violating labeling rules to be eased in Uzbekistan

In Uzbekistan, liability measures for violating labeling rules will be eased. This was noted in the presidential decree on measures to implement the tasks set during the 6th open dialogue with entrepreneurs.

According to the document, a corresponding draft law will be prepared by November 2026. It will provide for the following:

- establishing fixed amounts of fines applied to business entities in the retail trade and public catering sectors for violating mandatory digital labeling rules;

- introducing a warning procedure for the first-time violation of labeling rules.

The Cabinet of Ministers, the Tax Committee, the Ministry of Economy and Finance, and the Chamber of Commerce and Industry have been designated as responsible for implementing this task.

Under the current procedure, a fine of 2 percent of the net revenue in the last reporting quarter is applied for violating mandatory digital labeling rules. If the same violation is repeated within one year after the fine is applied, the fine amounts to 20 percent.

The decree also provides for a special labeling procedure for entrepreneurs providing hotel and public catering services. According to it, when such entrepreneurs purchase water and soft drinks, beer, and tobacco products, their digital labeling codes are considered by the enterprise to have been sold to the final consumer.
