Transporting construction materials in elevators will be prohibited: the new procedure will enter into force in 2027
By the Cabinet of Ministers Decision No. 588 dated October 22, 2026, the "Regulation on the procedure for the use and technical maintenance of elevators" was approved.
According to it, the registration of elevators, the conclusion and termination of technical service contracts, as well as the entry and storage of service results will be carried out through the "Xavfsiz lift" (Safe Elevator) unified interdepartmental electronic platform.
Elevators will be registered free of charge by the competent authority. If the result of the initial technical inspection is positive, the registration will be completed within two working days, and a certificate with a QR code will be sent to the applicant.
Information with a QR code regarding the elevator's identification number and registration must be located in a visible place in the cabin. Also, the name, address, and contact information of the building manager and the maintenance organization will be displayed.
According to the new regulation, regardless of the load-carrying capacity of a passenger elevator, transporting construction materials and construction waste in it is prohibited. Transporting items and equipment that do not correspond to the dimensions of the elevator, as well as explosive, highly flammable, radioactive, and extremely toxic substances, is also not allowed.
The use of elevators and spare parts that were not purchased and installed through the electronic platform is also prohibited.
It is established that the installer must provide a warranty of at least three years from that date for each elevator put into circulation. During the warranty period, the time for repairs and replacement of parts must not exceed 15 days.
During the period when the use of an elevator marked with a "red" information label is prohibited, it will not be serviced. For that period, the service organization cannot demand monthly technical maintenance fees from the building manager.
Entry into the register of technical service organizations will be carried out free of charge via online notification.
