The procedure for transferring prisoners to another institution has changed.
Changes and additions have been made to the procedure for sending prisoners to a penal institution and transferring them from one institution to another in Uzbekistan. The new procedure clarifies the mechanism for reviewing documents for transferring prisoners, and also introduces a norm for remote video meetings.
Amendments have been made to the procedure for transferring convicts from one institution to another.
The order of the Minister of Internal Affairs "On amendments and additions to the Regulation on the procedure for sending convicts to a penal institution and transferring them from one institution to another" was adopted.
This document was state registered on August 26, 2026 under No. 2608-3 and entered into force on August 27.
According to the new regulation, in certain cases specified in the regulation, documents that are the basis for transferring a convict to another institution are reviewed by the Department of Penal Enforcement under the Ministry of Internal Affairs.
As a result of reviewing the documents, the relevant service of the department draws up a conclusion. This conclusion is approved by the head of the Department of Penal Enforcement, or in his absence, by his first deputy.
Also, the transfer of a convict from one institution to another of the same type is carried out on the basis of a conclusion or a court decision approved by the head of the Department of Corrections or his first deputy.
In this case, the transfer is carried out in accordance with the distribution prepared by the Special Accounts Department of the Department of Corrections.
An addition to the Regulation on remote video meetings has also been introduced. This change was made in accordance with the legislative amendments introduced in January 2026 to the Criminal Code to create the possibility of remote video meetings for convicts serving sentences in correctional institutions.
