Restrictions on the duration of meetings with a person under the protection of lawyers in prisons have been banned
A system for organizing meetings between lawyers and their clients in prisons based on electronic queues has been introduced: the process is being fully digitized. The new procedure will come into effect on August 17.
It is forbidden to limit the time of meetings between lawyers and their clients in prisons. This was reported to Kun.uz by the Department of Execution of Sentences.
According to the department, the long queues of lawyers are being officially put an end to this. On August 14, a joint resolution was signed by the Head of the Department of Execution of Sentences under the Ministry of Internal Affairs Azizkhon Umarkhonov and the Chairman of the Chamber of Advocates Shukhrat Sodiqov, which also approved the temporary regulations.
The new procedure will come into full force from August 17, 2026. According to it, a system for automatically issuing special electronic permits with a QR code to lawyers will be established. This will be implemented through the integration of the E-advokat.uz information system of the Chamber of Advocates and the centralized Qala information system of the Department of Execution of Sentences.
Three new forms of meetings are being organized.
The responsibilities of prison employees and lawyers are also being determined. According to it, the institution's administration is strictly prohibited from limiting the duration of a lawyer's meeting. Employees who unreasonably hide empty rooms in the system will be subject to disciplinary action. In addition, an internal audit will be conducted against employees who obstruct the lawyer's activities or behave rudely.
At the same time, it is considered a gross violation of internal order for a lawyer to bring prohibited items into the meeting room, take out correspondence, or make a telephone conversation, and in such cases the meeting will be immediately terminated.
