The private sector will begin to be involved in medicine on an outsourcing basis
A presidential decree provides for new mechanisms to involve private medical organizations in the provision of state medical services. Starting January 1, 2027, an updated procedure for purchasing clinical and support services through outsourcing will be introduced, and by 2030, their share is planned to reach 30%.

The private sector will begin to be involved in healthcare on an outsourcing basis
Presidential Resolution No. PP-392 of 04.11.2026 "On measures for the further expansion of private sector participation in the development of the healthcare system" has been adopted.
Objectives:
Starting from January 1, 2027, mechanisms for attracting the private sector based on long-term and short-term master plans for the organization and development of the healthcare system will be implemented, taking into account the demand for medical services.
At the same time, medical institutions providing guaranteed care will remain under state management.
Starting from January 1, 2027, a new procedure for procuring services from the private sector on an outsourcing basis will be introduced in medical institutions. Outsourcing contracts will be concluded for up to 5 years based on the specifics of the service and the volume of investments, and in certain cases — up to 10 years.
However, outsourcing projects that expire before the introduction of the new procedure are permitted to continue until the end of 2027.
By April 1, 2027, it is planned to launch the "Medical Outsourcing" electronic information system for registering, record-keeping, and monitoring the implementation of outsourcing projects.
The transfer of medical institutions to professional managers will be carried out through open tenders. Their performance will be evaluated annually based on key performance indicators (KPIs).
The Ministry of Health will annually, by November 1, formulate a list of priority projects implemented through private investment and PPP mechanisms based on the master plan, and publish it on its website.
The document has been published in the National Database of Legislation and entered into force on 04.11.2026.
