The Ministry of Transport clarified the procedure for distributing permits to international carriers.

The Ministry of Transport provided clarification regarding the procedure for issuing permits for international road transport, the functioning of the rating system, and the transition to the E-Permit electronic format.

**Permit Distribution Procedure**

The distribution of foreign and multilateral permits is governed by the rules approved by Cabinet of Ministers Resolution No. 114 of March 25, 2026. Carriers reserve permits and submit applications through the electronic information system.

Since the number of some permits is limited by international agreements, their distribution is based on the carrier rating, which is determined based on established criteria.

The Ministry of Transport emphasized that this rating is generated automatically. Officials do not have the ability to manually adjust the rating of a specific carrier or change it upon individual request.

The ministry noted that the rating system is not intended to restrict the activities of small or individual carriers. Its main goal is to ensure a transparent and fair distribution of scarce permits in accordance with the actual performance of each company.

**Illegal Sale of Permits**

The Ministry of Transport specifically addressed the issue of the illegal transfer or sale of permits.

Cabinet Resolution No. 114 provides restrictions and penalties for the transfer of permit forms to other carriers, their sale, or use in violation of established procedures.

The Ministry called for specific information on cases of illegal sale of permits, their transfer to third parties, or the possible involvement of officials. Each such case will be considered individually.

The conversion of permits to electronic format is intended to minimize the impact of human error, ensure control over their movement, and reduce the risks of illegal trafficking.

**Implementation of E-Permits with Russia and Belarus**

Another important issue concerns the transition from paper permits to electronic ones.

Uzbekistan is gradually expanding the E-Permit system for international road transport. Currently, electronic permit exchange is carried out with Kazakhstan, Kyrgyzstan, China, Turkey, Azerbaijan, and Georgia, covering seven countries.

The next step will be the implementation of electronic permit exchange with Russia and Belarus. The Ministry of Transport plans to implement these systems by the end of 2026.

However, a unilateral transition to e-Permit is impossible. This requires agreements between the competent authorities of the two countries, the integration of information systems, testing of electronic data exchange, and ensuring mutual recognition of electronic permits.

Therefore, the current use of paper permits with Russia does not mean that digitalization efforts in this area are lacking.

**Reasons for Unused Chinese Permits**

The Ministry of Transport also clarified the situation with permits for transportation to China.

Sometimes a permit is actually used, but continues to be shown as "unused" in the system. This prevents the issuance of a subsequent permit for the same vehicle.

The reason lies in the permit use confirmation procedure.

After passing customs control, the driver is required to present the shipping documents to the transport control inspector. After checking them, the inspector confirms the permit's use and changes its status in the system to "used."

Only then can a new permit be issued for the same vehicle.

In practice, however, some drivers immediately continue driving after passing customs and leave the border area without presenting the documents to the inspector.

As a result, the permit is effectively used, but remains in the system as "unused." The system automatically blocks the issuance of another permit for this vehicle.

The Ministry of Transport emphasized that this restriction is not artificial.

It is necessary to prevent the simultaneous issuance of multiple valid permits for a single vehicle and to ensure accurate accounting of their use.

Therefore, drivers must promptly submit shipping documents to the transport control inspector and complete the permit use confirmation procedure.

**Access to Permit Information**

The Ministry of Transport also reported that information on permit distribution is available to carriers.

At the end of each quarter, the agency publishes statistics on the number of foreign and multilateral permits received, issued, and used.

Furthermore, through the automated information system "E-Avtoruxsatnoma," carriers can obtain information on the number of available permits for a specific country and permit type, as well as the number of permits reserved by other carriers.

Therefore, even before submitting an application, carriers can check the current number of available permits and their reservation status.

The Ministry of Transport believes that electronic booking and application submission, as well as the recording of permit movement in the system, help reduce human error and increase the transparency of the permit distribution process.
