MES approves list of high-risk factors
The Minister of Emergency Situations' Order No. 233 dated October 17, 2026, was state-registered by the Ministry of Justice on October 23 under No. 3963.
The list identifies non-compliance with legislation in the field of population and territorial protection from natural and man-made emergency situations, as well as fire safety, as a high-risk factor. The Ministry of Emergency Situations is designated as the supervisory body.
The evaluation of such a factor is based on the listed clauses of regulations regarding forest fire safety, protection of the population and territories from emergency situations, civil defense, and general fire safety rules.
Furthermore, the document covers specific requirements of urban planning norms regarding buildings and engineering systems:
- fire safety of buildings and structures;
- fire automation systems;
- gas, internal, and external water supply;
- heating, ventilation, and air conditioning;
- electrical equipment of residential and public buildings;
- natural and artificial lighting;
- requirements regarding roofs, roofing, and wooden structures.
The list also encompasses norms related to the design of residential, public, and administrative buildings, as well as medical, educational, and cultural organizations.
In addition, requirements regarding parking lots, boiler houses, warehouses, grain storage and processing enterprises, industrial, and agricultural facilities are provided. Specific clauses of norms regarding fuel filling stations, oil and oil product warehouses, and the acceptance of completed construction projects into operation are also included in the list.
The document lists the regulatory act and its relevant clauses that serve as the basis for determining high risk for each direction. The order itself does not establish new fine amounts.
The order was agreed upon with the Business Ombudsman and the Chamber of Commerce and Industry. It entered into force on the day of its official publication — October 24, 2026.
