Shavkat Mirziyoyev is holding a meeting dedicated to labor migration issues.
The demand for qualified personnel in construction, industry, and logistics is growing both in Uzbekistan and abroad. The "Tashkent Pipe Plant" in Sergeli initiated an effort to involve its own masters to train 2.5 thousand welders, electricians, and locksmiths a year.
It is planned to transfer 2-3 technical colleges in each region to the management of large entrepreneurs, training at least 30 thousand specialists a year through them who can immediately start working on site. The technical colleges will be handed over for management for 15 years, and graduates will be provided with a state-standard qualification certificate.
A system will be established to deduct the funds spent by entrepreneurs on staff training and equipment purchasing from paid taxes, as well as to allocate grants for each graduate successfully employed abroad. The technical colleges will connect with foreign employers.
"I believe that our champion entrepreneurs will also assist the state in creating the 'Uzbek specialists brand' abroad," the president said.
After the procedure for licensing private employment agencies was simplified, their number tripled in two years. Meanwhile, those employed abroad through these agencies increased fivefold. The president stated that there were also mistakes, corruption, and cases of deceiving citizens in the sector. To eliminate these problems, a separate law was adopted, creating a legal foundation.
Starting next year, the task of sending citizens to work abroad will be fully transferred to the most reliable employment agencies in the private sector. For each person placed in a high-income job, an incentive of 1.5 million soums will be paid to the agency.
Part of the technical college buildings will be leased free of charge to prepare youth in professions and languages. The social tax for teachers and experts recruited from abroad will be set at 1 percent, and equipment and supplies necessary for the educational process will be exempt from customs duties.
At the same time, private employment agencies will operate in a fully transparent system, and their rating will be maintained. The main criteria will be the citizen's actual employment, ensuring their rights, earning a high income, and having guaranteed social security.
The president instructed to submit within a month a draft resolution aimed at taking the activities of the agencies to a new level, treating this activity as a social service, and simplifying taxation accordingly.
