In Uzbekistan, cases of untimely execution of the state budget in the education and healthcare systems are being observed. This was announced by MP Sharofiddin Nazarov on September 15 during a session of the Legislative Chamber of the Oliy Majlis.
MPs discussed the extent to which the state budget execution was carried out in the first half of 2026. At the meeting, Sharofiddin Nazarov stated that although funds had been allocated from the budget, equipping educational institutions and providing patients with free medicines and medical equipment are being delayed.
“Some state agencies and departments have carried out the execution of budget expenditures extremely slowly. Cases where expected results were not achieved in financing centralized investment projects, the development of science and education, as well as regional improvement works, were also critically reviewed,” he said.
Sharofiddin Nazarov stated that project-estimate documentation for new facilities included in infrastructure programs was also not approved on time. The MP emphasized that this situation poses a risk of not handing over social and educational institutions on time.
“It is required to review the system of preliminary assessment of business plans and repayment risks of investment projects, and to define specific measures to eliminate bureaucratic obstacles in the preparation of project-estimate documentation,” said the representative of the Legislative Chamber.
According to Sharofiddin Nazarov, a number of important financial indicators remain unreflected in the conclusions provided by the Chamber of Accounts. Most concerningly, tax and budget indicators do not match each other.
“Serious discrepancies persist between the information systems of tax authorities and budget accounts. The reports do not fully reflect the total tax debt of legal entities and the amounts of taxes overpaid by entrepreneurs. It is worrying that the tax debts of individuals and individual entrepreneurs are left out of this. Based on this, we believe it is necessary to ensure the transparency of real tax debt and overpayments by fully integrating the information systems of the Tax Committee with budget reports, as well as to take effective and prompt measures to collect outstanding debts,” the MP said.
