Students admitted to the branch of Liaoning Normal University in Khiva until the 2030/2031 academic year will study entirely on a state grant basis. Every year, 250 computer science teachers will undergo advanced training in artificial intelligence at the branch, and 14 technical schools will be attached to the branch.

Measures have been defined for the establishment of a branch of China's Liaoning Normal University in the city of Khiva. In accordance with the President's resolution of October 2, the educational process at the branch will begin from the 2026/2027 academic year. Education will be organized in full-time and alternative forms in Uzbek, Chinese, or English.
The branch will be located on the basis of the right of free use in the buildings and facilities at 57 Maktab Street, Qibla Tozabog mahalla, Khiva.
The resolution stipulates that education at the branch will be carried out on a state grant and fee-paying contract basis.
Students admitted to the branch from the 2026/2027 to the 2030/2031 academic year will study on a full state grant basis for the duration of their studies.
Starting from the 2030/2031 academic year, 30 percent of the established annual admission parameters will be formed at the expense of the state grant. The admission parameters of the branch, the amount of the fee-paying contract, and the procedure for admission and certification of graduates will be determined by the Board of Trustees.
Graduates of the branch will be awarded a recognized diploma of the branch and (or) Liaoning Normal University on higher education.
Students' internships will be organized in production and service enterprises and organizations in the region, including on the basis of dual education.
According to the "Roadmap" attached to the document, it is planned to provide the branch with qualified personnel and admit the first students in October-November 2026. For this purpose, announcements for vacancies will be published, specialists will be hired on a competitive basis, and admission announcements for educational directions will be published and applicants will be selected. By November, it is also planned to approve the charter of the branch, register it with the state, and form its management structure.
From January 1, 2027, mentoring professional development courses on artificial intelligence will be organized at the branch for computer science teachers of general education schools.
Every year, 250 educators will be selected for professional development. The branch will conduct courses for them of at least 72 hours in a blended — online and offline — format. Foreign specialists attracted by Liaoning University and professors and teachers of the branch will participate in the classes.
Teachers who successfully complete the courses will be awarded a certificate. This certificate will be recognized as a document confirming the professional development of the computer science teacher. Educators who have completed the professional development are designated to act as mentor teachers in "Professional Development Day" events starting from the 2027/2028 academic year.
By the resolution, a total of 14 technical schools in the Republic of Karakalpakstan, 12 regions, and the city of Tashkent have been attached to the branch.
Improved educational programs and teaching methodologies in tourism and information technologies based on Chinese experience will be introduced in them. Graduates of the technical schools will be given the opportunity to continue their studies from the relevant stage of undergraduate education on a fee-paying contract basis, taking into account the subjects they have mastered.
Local higher education organizations are attached as academic partners to the branch of Liaoning Normal University in Uzbekistan.
Tashkent State University of Oriental Studies, Uzbekistan State University of World Languages, and Samarkand State Institute of Foreign Languages are designated as partners in international Chinese language education; the "Silk Road" International University of Tourism and Cultural Heritage, Tashkent State University of Economics, and Urgench State University are partners in tourism management.
In the field of international business, cooperation will be carried out with Tashkent State University of Economics, Tashkent State University of Oriental Studies, and Urgench State University, and in artificial intelligence with Tashkent University of Information Technologies, National University of Uzbekistan, and Urgench State University.
In order to increase the pedagogical and scientific potential of the branch, the tariff coefficients and basic official salaries determined according to the Single Tariff Scale for local professors, teachers, and staff involved will be calculated in the amount of 1.5 times. The amount of remuneration for managers, professors, and teachers attracted from abroad, including Liaoning University, will be determined on the basis of contracts, proceeding from the market conditions.
According to the "Roadmap", the priority scientific research directions of the branch will be determined by April 2028. By January 2029, it is planned to establish a postgraduate education institution.
Also, the information-resource center of the branch will be enriched with modern literature in 2027–2030, and its resources will be progressively entered into the Unilibrary.uz electronic library platform.
