Private agencies to receive 1.5 million UZS for each citizen placed in employment abroad
Starting from 2027, private employment agencies that have obtained the status of a trusted organization will handle the placement of Uzbek citizens in jobs abroad.
It has been established that an incentive payment of 1.5 million UZS will be provided to agencies for each citizen placed in a high-paying job abroad. This was announced at a meeting dedicated to priority issues of labor migration, chaired by President Shavkat Mirziyoyev.
The head of state emphasized that the private sector is rapidly developing in the field of employment services. Following the simplification of licensing requirements two years ago, the number of private employment agencies increased threefold, and the number of citizens sent by them to work abroad increased fivefold.
At the same time, the President noted that certain problems persist in the sector, including errors in agency operations, corruption, and cases of deceiving job seekers. To improve the regulatory system, a separate law defining the legal framework for market participants' activities was adopted.
One of the new mechanisms to be introduced will be a rating system for private employment agencies. It is intended to increase the transparency of agency operations and serve to evaluate the performance results of companies. Among the main criteria set are the compliance of the actual workplace with advertised conditions, the protection of labor migrants' rights, wage levels, and the availability of social guarantees.
Special attention was also paid to the issue of vocational training for young citizens planning to work abroad. Rooms in college (texnikum) buildings will be provided free of charge to private training centers to organize training in professions and foreign languages.
In addition, training centers will be allowed to apply a 1 percent social tax rate when making payments to teachers and experts brought in from abroad. Equipment imported by them to organize training sessions will be exempt from customs duties.
Responsible departments were instructed to prepare a draft resolution aimed at further developing the employment sector within a month.
It is envisaged that the activities of relevant organizations will be recognized as social services. This will allow for the simplification of the taxation procedure.
The new measures are aimed at improving the quality of employment services abroad, strengthening the responsibility of private agencies, and expanding professional training opportunities for citizens.
