Personnel training to be linked to employers' demands

Starting from the 2027/2028 academic year, a dual education system based on enterprise orders will be introduced in universities, with the condition of subsequent employment for graduates. Students will combine theoretical study with practical training at enterprises, while employers will receive subsidies and other support measures.

Personnel training to be linked with employer orders

The main task is to strengthen cooperation between universities and employers and to establish the training of specialists taking into account the needs of the labor market.

Starting from the 2027/2028 academic year, admission to the dual education system will be conducted based on orders from enterprises and organizations. Each year, universities will determine the bachelor's degree fields and admission parameters, coordinating them with the Ministry of Higher Education, Science and Innovation.

It will be possible to enroll either directly through a referral from an enterprise or based on the results of exam selection within the framework of its order. Graduates of technical schools who studied under integrated programs of secondary specialized vocational education will be able to continue their studies in the corresponding bachelor's degree field starting from the 2nd or 3rd year.

Education will be organized on the basis of a tripartite agreement between the university, the enterprise, and the student. The employer must pay the student a monthly salary of at least 1 minimum wage (MROT) from its own extra-budgetary funds. After completing their studies, the student is obliged to work at the enterprise or in organizations within its system for at least two years.

At least 30% of the educational process will consist of theoretical training at the university, while the remaining part will take place at the enterprise under the guidance of a mentor.

Additional support measures are provided for students. In particular, for those studying in the fields of "Engineering", "Manufacturing and Processing", "Architecture and Construction", and "Agriculture", education under additional state grant quotas will be available starting from the 2nd year. Their volume will amount to 25% of the parameters of the corresponding state order. For children from families included in the Social Register, dual education from the 1st year will be funded from the State Budget.

From January 1, 2027, the state will begin to compensate enterprises for 50% of the salary expenses of students studying in the specified fields. Employers will also be granted additional points in the sustainability rating of business entities and preferences in public procurement, depending on the number of students admitted.

In addition, until January 1, 2030, a customs duty rate of 1% has been established for equipment and laboratory instruments imported by enterprises to create a practical base for dual education.

From January 1, 2027, the training of mentors for students will also begin. One mentor will be able to supervise no more than 15 students.

From the end of the 2027/2028 academic year, it is planned to maintain an efficiency rating of universities and enterprises participating in dual education. The top three universities and three enterprises will be rewarded from the State Budget with prizes of 1, 2, or 3 billion soums, depending on the place achieved.
