A system of personnel training in the dual education form based on the orders of employing enterprises will be introduced in the higher education institutions of Uzbekistan.
In Uzbekistan, starting from the 2027/2028 academic year, a system of training personnel in the form of dual education based on orders from enterprises and on the condition of hiring the graduate will be introduced in higher education institutions. Students registered in the Social Register who are studying in the dual education form will be paid a social stipend.

Starting from the 2027/2028 academic year, a system of personnel training in the dual education form based on orders from employing enterprises and on the condition of hiring the graduate will be introduced in higher education institutions (HEIs) in Uzbekistan. This is stipulated in the presidential decree "On measures to improve the system of personnel training in the dual education form in higher education" adopted on September 20.
Starting from the 2027/2028 academic year, a system of personnel training in the dual education form based on orders from employing enterprises and on the condition of hiring the graduate will be introduced in HEIs.
Under this system, the undergraduate fields of study and admission parameters for the dual education form will be determined by the HEI in agreement with the Ministry of Higher Education, Science and Innovation. Additionally, admission to the dual education form will be carried out annually until October 1 on a fee-and-contract basis in accordance with the order of the employing enterprise.

According to the decree, students enrolled in the dual education form who are registered in the Social Register will be paid a social stipend.
Students studying in the dual education form in the fields of engineering, manufacturing and processing, architecture and construction, and agriculture will be given the opportunity to continue their studies starting from the 2nd year within the framework of state grant quotas.
The period during which a student studies in the dual education form will be taken into account when calculating their total work experience.
From January 1, 2027, special courses for training mentors to be assigned to students will be organized for enterprises that express a desire to train personnel in the dual education form.
Starting from the end of the 2027/2028 academic year, an efficiency rating of HEIs and ordering enterprises under the dual education form will be maintained. The top 3 HEIs and enterprises showing the highest results will be rewarded with 1, 2, and 3 billion soums, respectively, according to their position in the rating.
From January 1, 2027, 50 percent of the wage expenses paid by enterprises for each student studying in the dual education form in the following fields will be reimbursed in the form of a subsidy at the end of the academic year.
Enterprises will be awarded additional points on the "Sustainability Rating of Entrepreneurial Subjects" platform in proportion to the number of students they admit to the dual education form.
Until January 1, 2030, the customs duty rate for equipment, machinery, and laboratory equipment imported by enterprises to establish a practical training base for the dual education form on the territory of HEIs is set at 1 percent.
Enterprises will be granted the right to apply accelerated depreciation for a period of 3 years to educational machinery and equipment purchased for practical classes under the dual education program.
