Social scholarships will be paid to certain students studying in dual education
The period during which a student studied under the dual education system is taken into account when calculating the total length of employment.

Some students studying in dual education will be provided with a social stipend
A Presidential Decree "On measures to improve the system of personnel training in the form of dual education in higher education" has been adopted.
According to the document, starting from the 2027/2028 academic year, a system of personnel training in the form of dual education will be established in higher education institutions based on the orders of employing enterprises, on the condition of hiring the graduates.
Dual education will be organized on the basis of an agreement concluded between the higher education institution, the enterprise, and the student. In this regard, the enterprise will pay the student a monthly salary of not less than the minimum wage during the period of study. In turn, the student will be obliged to work at this enterprise for at least two years after graduation.
According to the decree, students who are registered in the Social Register and studying in the dual education form will be paid a social stipend.
In addition, students studying in dual education in the fields of engineering, manufacturing and processing, architecture and construction, and agriculture will be given the opportunity to continue their studies within the framework of state grant quotas starting from their 2nd year.
The period during which the student studied in the dual education form will be taken into account when calculating the total work experience.
Starting from January 1, 2027, special courses for training mentors to be assigned to students will be organized for enterprises that have expressed a desire to train personnel in the dual education form.
Starting from the end of the 2027/2028 academic year, an efficiency rating of higher education institutions and ordering enterprises involved in dual education will be maintained. The top three higher education institutions and enterprises showing the highest results in the rating will be rewarded with 1, 2, and 3 billion soums, respectively, according to their positions.
