Penalties for violations in the construction sector have been strengthened
In Uzbekistan, the unauthorized construction of apartment buildings, if committed again after the application of an administrative penalty, shall be punished by deprivation of liberty for a term of three to five years. If the violation of town planning legislation results in the death of a person or other grave consequences, a prison sentence of five to seven years is established.
Liability for violations in the construction sector has been strengthened
By Law No. LRU-1179 dated September 28, 2026, amendments and additions aimed at improving state control and management in the construction sector were introduced.
According to the amendments made to the Law "On Licensing, Permitting and Notification Procedures," obtaining a permit from the regional inspections for control in the field of construction and housing and communal services is required to start construction and installation works.
Amendments introduced to the Criminal Code establish liability for constructing multi-apartment buildings without the permit of these inspections. If the violation is committed repeatedly after an administrative penalty has been applied for such an action, a punishment of deprivation of liberty from three to five years shall be imposed.
Also, if a violation of urban planning legislation leads to the death of a person or other grave consequences, it shall be punished by deprivation of liberty from five to seven years.
The Law shall enter into force three months after the date of its official publication.
