Newport construction not left unattended - Ministry of Construction

The Ministry of Construction responded to an article published on the Kun.uz website titled "Ineffective Control in Construction: A Look at the Systemic Problem in the Case of Newport."

This article discussed the state of control in the construction sector, illegal installations, the responsibility of responsible persons, and the rights of citizens who purchased apartments in such houses. It also expressed its opinion that in the case of the Newport complex, insufficient control was established by the state bodies responsible for construction.

The ministry's statement said that previously published data from the Inspection for Control in the Field of Construction and Housing and Communal Services under the Cabinet of Ministers indicate that violations at the facility were not left unchecked.

"The Newport complex being built by MEGA LOGISTICS SERVICE LLC in Yakkasaroy district consists of a total of 9 blocks. There is a positive conclusion of the working body of the Architecture and Urban Planning Council and relevant expert opinions on 3 of them. The start of construction and installation work in these blocks was registered in the Tashkent city territorial inspection in accordance with the established procedure.

In the remaining 6 blocks, it was determined during the inspection that construction and installation work was being carried out without registration in the established procedure with the Inspection.

In connection with the identified violations, the customer - MEGA LOGISTICS SERVICE LLC - was given written instructions that must be followed several times. The company was required to continue construction based on approved urban planning documents and register the facilities with the Inspection in the appropriate manner.

However, the requirements set out in the instructions were not met. As a result, the responsible officials of the company were brought to administrative responsibility. Also, a presentation was made to the customer's technical supervisor "... were introduced and appropriate corrective measures were applied," the statement said.

It is noted that the measures were not limited to this.

"The documents collected by the inspection were sent to law enforcement agencies for a legal assessment of the violations and the adoption of measures prescribed by law. It was at this stage that these reports were made public, and various opinions arose after them. In this regard, the conclusion that the construction of the Newport complex was completely ignored by the supervisory authorities does not fully reflect all aspects of the situation. Violations at the facility were identified, mandatory instructions were given to the customer, responsible persons were held accountable, and the materials were submitted to law enforcement agencies," the statement said.
