Officials are like flies to honey
A graduate quality index will be introduced in Uzbekistan. What will be taken into account during the evaluation?

Officials, Like Flies to Honey
Uzbekistan has approved the procedure for calculating the "Graduate Quality Index," which will allow assessing the performance of higher education institutions based on how quickly their graduates find employment, how stable their jobs are, and what income they earn. Based on the evaluation results, the 20 universities with the highest scores will receive financial support of 500 million soms annually. The Ministry of Justice registered the corresponding departmental document on October 31, 2026. The introduction of the index is provided for by the decree of the President of Uzbekistan dated April 10, 2026.
According to the new rules, the index will be calculated based on four indicators: the speed of graduate employment, the level of sustainable employment, average monthly income, and employment category.
The reporting period will be 12 months — from July 1 to June 30 of the following year.
Separate conditions are provided for graduates from socially vulnerable categories included in the Social Register. When calculating the speed of employment and the employment category for them, the maximum increasing coefficients will be used. In addition, when assessing the sustainable employment of such graduates, they will be counted as provided with stable work.
If a graduate simultaneously belongs to several categories, the highest of the provided increasing coefficients will be applied in calculating the index.
Earlier, it was reported that Uzbekistan wants to change the rules of the national university ranking and tie financial payments to state universities to its results. The draft order provides for dividing universities into three levels depending on the points scored. The new system could come into effect on January 1, 2027.
