A graduate quality index to be introduced in Uzbekistan. What will be taken into account in the evaluation?
In Uzbekistan, the procedure for calculating the "Graduate Quality Index" has been approved, which will make it possible to evaluate the performance of universities based on how quickly their graduates find work, how stably they are employed, and what income they receive. Based on the evaluation results, the 20 universities with the highest indicators will annually receive financial support in the amount of 500 million soums.
The Ministry of Justice registered the corresponding departmental document on October 31, 2026.
According to the new rules, the index will be calculated based on four indicators: the speed of graduate employment, the level of sustainable employment, average monthly income, and employment category.
The reporting period will be 12 months — from July 1 to June 30 of the following year.
Separate conditions are provided for graduates from socially vulnerable categories included in the Social Register. When calculating the speed of employment and the employment category for them, maximum increasing coefficients will be applied. In addition, when evaluating the sustainable employment of such graduates, they will be counted as provided with stable work.
If a graduate simultaneously belongs to several categories, the highest of the provided increasing coefficients will be applied when calculating the index.
The introduction of the index is provided for by the presidential decree dated April 10, 2026.
The draft order also provides for the division of universities into three levels depending on the points scored. The new system may come into effect on January 1, 2027.
