A quality index for university graduates is being introduced

The graduate quality index will make it possible to evaluate the effectiveness of university graduate training based on their performance in the labor market. Annual financial incentives are provided for the 20 universities with the highest indicators.

A quality index for university graduates is being introduced

525 approved the procedure for forming the "Graduate Quality Index" and promoting higher education institutions based on its results.

The index will be calculated based on four key indicators: the employment rate of graduates, the stability of their employment, average monthly income, and employment category. The calculation will include graduates who received a bachelor's or master's degree in the reporting year.

The assessment will be conducted by the Education Quality Assurance Agency. Universities will be divided into the categories of "applied sciences," "medical sciences," "social sciences and humanities," and "creative (sports)." Educational institutions with fewer than 200 graduates in the reporting year will be accounted for separately and, as a rule, will not be eligible for the incentives provided by the resolution.

When forming the index, information on graduates who are foreign civil servants, performing military service, or serving prison sentences will not be taken into account. Universities whose activities were terminated during the reporting year will also not be included in the final results.

To automate the assessment, a digital platform integrated with the information systems of government bodies will be created. It must ensure the automatic collection, verification, processing, and analysis of the necessary data. The launch of the platform is scheduled for November 10, 2026, and integration with the relevant information systems is set for December 1.

Universities will be able to track their results through personal accounts on the platform. If inaccurate or falsified information, or attempts to artificially inflate indicators, are detected, the university may be excluded from the index results for the current year.

Based on the results of the index, provisions are made for upgrading the status of the most successful universities and providing financial incentives for their Career Centers. Annually, 20 universities with the highest indicators will be able to receive 500 million soums each from the state budget.

Funds for these purposes will be allocated in 2027 within the framework of appropriations to the Ministry of Higher Education, Science and Innovations, and starting from 2028, they will be provided for directly in the parameters of the State Budget.

The introduction of the index is expected to strengthen competition among universities, increase their focus on graduate employment outcomes, and stimulate growth in the efficiency of the educational process.
