Universities will be evaluated based on the employment and salaries of their graduates

In Uzbekistan, the "Graduate Quality Index" has been introduced for higher education organizations. It takes into account the employment, stable employment, and average monthly income of graduates. Each higher education institution that demonstrates high results may be allocated incentive funds of up to 500 million soums.

Universities to be evaluated based on graduates' employment and salary

According to the Cabinet of Ministers' Resolution No. 525 of September 29, 2026, higher education organizations are set to be evaluated based on the performance of their graduates in the labor market.

In forming the index, the employment rate of graduates, their stable employment, average monthly income, and other relevant indicators will be taken into account.

Universities will be divided into three groups

According to the results of the index, higher education organizations will be classified as follows:

"Green" group

- the top 30 percent of HEIs with the highest results;

"Yellow" group

- the next 30 percent of HEIs;

"Red" group

- the remaining 40 percent of HEIs.

These percentages do not represent the employment rate of graduates, but rather the share of universities to be included in each group at the end of the evaluation.

Financial incentives will be provided for high results

Financial incentives are also envisaged for higher education organizations that achieve high indicators in the index.

In this regard, up to 500 million soums may be allocated to each HEI.

Results will be announced annually

The "Graduate Quality Index" will be generated on a special automated digital platform. Its results will be published annually by October 1.

The new evaluation will focus on the performance of university graduates in the labor market after receiving their diplomas.
