Uzbekistan approves procedure for evaluating university graduates based on their demand in the labor market

According to the information, this index will be used to assess the quality of education in Uzbekistan's universities and the extent to which their graduates are in demand in the labor market. The calculations are intended to be carried out annually for the period from July 1 of the reporting year to June 30 of the following year.

The methodology is based on four key indicators: speed of employment, stability of employment, average monthly income, and employment category.

Speed of employment is defined as the weighted average proportion of graduates who found a job within a year after graduation relative to the total number of graduates. The earlier a graduate got a job, the higher the coefficient: in the first month — 4, within three months — 3, within six months — 2.

Employment stability is assessed based on graduates who worked continuously for at least six months in the reporting year. Their share among all employed graduates is taken into account. At the same time, breaks in work lasting up to 10 working days are not considered a violation of continuous service for evaluation purposes.

Graduates' average monthly income will be evaluated based on data on the average monthly nominal wage. The resulting average figure for a university will be compared with the result of the university that had the highest indicator.

The employment category will also be taken into account through a weighted assessment by type of workplace:

a coefficient of 2 will be given to graduates working in companies (legal entities), those who created their own legal entity, those employed in the education system, those who went abroad for more than 90 days, or those included in the Social Register;

a coefficient of 1.5 — for individual entrepreneurs;

other graduates — self-employed, working under civil law contracts, employed in dehkan farms and family enterprises, as well as those caring for children under two years old — are accounted for without a coefficient.
