Not a single tiyin diverted. Utility payments to management companies will be placed under digital control

Minister of Construction and Housing and Communal Services Sherzod Khidoyatov stated the need to ensure the targeted expenditure of mandatory payments from apartment owners and the financial transparency of management organizations.

He stated this while answering questions from deputies of the Legislative Chamber of the Oliy Majlis during a regular "Government Hour".

One of the key tasks of the sector is to strengthen control over the expenditure of residents' funds and ensure the accountability of governing bodies of multi-apartment buildings.

To this end, a transition to the mandatory use of a billing system is envisioned. According to Resolution No. 48 of the President of Uzbekistan dated February 5, 2026, starting July 1, 2026, in Tashkent, and starting 2027 in all regions of the country, general meetings of owners, the conclusion of contracts, and reporting by management organizations must be carried out exclusively through this system.

For online meetings, a single standardized protocol form has already been prepared and placed in the billing system.

In addition, it allows tracking the receipt and expenditure of funds, completed work, debts, citizens' appeals, and the results of their consideration for each multi-apartment building. Thus, owners will be able to monitor not only charges, but also the purposes for which the collected money is directed.

Another focus area is the technical condition of the housing stock. Based on the "Turar joy" national interdepartmental platform, a system for classifying multi-apartment buildings by condition is being formed. It is intended to help identify problems in a timely manner and plan necessary repair and restoration work.

The Minister paid special attention to elevator safety. To monitor their technical condition, the "Xavfsiz lift" ("Safe Elevator") interdepartmental platform was launched. It is designed to ensure the monitoring of elevator equipment, the assessment of the performance of service organizations, and the enhancement of residents' safety.

According to data presented by the Minister, Uzbekistan has more than 46,000 multi-apartment buildings containing over 1.6 million apartments. More than 42,000 buildings are serviced by management companies, and over 700 are managed by homeowners' associations. Other management forms are applied in the remaining buildings.

More than 18,000 people work in this sector providing services to the public.
