Uzbekistan intends to reform the heat supply system and introduce digital accounting

Uzbekistan plans to reform its heat supply system. Currently, centralized heating covers about 5% of the country's population. To change this situation, the Ministry of Energy intends to upgrade the infrastructure, introduce digital accounting, and reduce the cost of services.

Out of 46.2 thousand apartment buildings in the country, 16.7 thousand buildings can be connected to centralized heating. A significant portion of these properties is located in Tashkent, the Tashkent region, and the Navoi region.

To assess the condition of existing systems and determine the necessary changes, a technical audit is intended to be conducted. Based on it, an industry development strategy through 2030 will be prepared. The development of the document with the involvement of international consultants is planned to be completed by April 1, 2027.

In addition to modernizing the infrastructure, the ministry wants to improve corporate governance of heat supply enterprises and implement international financial reporting standards. This should increase the transparency of their operations and help evaluate heat supply expenses more accurately.

Earlier, the Ministry of Energy explained why Uzbekistan plans to raise heating tariffs. According to the agency, the current cost of the service does not cover heat supply expenses, so the difference between enterprise costs and population payments is compensated from the state budget.
