Ministry of Education and Science has been created
Decree of the President of October 3, 2026 No. UP-213 provides for the merger of the Ministry of Preschool and School Education with the Ministry of Higher Education, Science and Innovation. The new agency will be responsible for a unified state policy in all major areas of education and science.

The President has signed Decree No. UP-213 dated October 3, 2026, "On the Creation of the Ministry of Education and Science of the Republic of Uzbekistan."
The new ministry is designated as the republican executive body responsible for the formulation and implementation of a unified state policy in the field of education. Its jurisdiction will cover preschool education and upbringing, general secondary and specialized secondary education, vocational and higher education, as well as postgraduate training.
The Ministry of Education and Science will also regulate matters concerning retraining and professional development of personnel, as well as additional and informal education.
One of the objectives of creating the new agency is to establish a unified system of continuous education and foster closer links between its levels. In particular, it provides for strengthening the integration of school education with vocational and higher education, and higher education with scientific activities.
Furthermore, the ministry will become the legal successor to the two reorganized agencies regarding their rights, obligations, and contracts, including international agreements.
The Cabinet of Ministers has been instructed to submit, within a week, a draft presidential resolution on organizing the activities of the Ministry of Education and Science. The document must define the main tasks of the new agency, its organizational structure, and management principles focused on performance and efficiency.
Within two months, the Ministry of Education and Science, together with interested state bodies, must prepare proposals for introducing corresponding amendments and additions to the legislation.
The creation of a single agency is intended to ensure more coordinated management of the education and science system, the development of human capital, and increased openness and accountability of the educational system to society.
The document has been published in the National Database of Legislation and entered into force on October 5, 2026.
