Mandatory labeling of vegetable oil is also being proposed

The Tax Committee has presented a draft Cabinet of Ministers resolution on the digital labeling of vegetable oil for public discussion. If the draft is adopted, mandatory labeling may enter into force starting July 1, 2027.

According to the preamble of the document, the initiative aims to digitize the production and sale of vegetable oil, as well as to prevent instances of its illegal import, production, and sale.

The requirement applies to oils falling under HS codes 1507–1515. These include soybean, peanut, olive, palm, sunflower, safflower, cottonseed, coconut, rapeseed, and other vegetable oils.

Labeling will be carried out using a barcoded sticker attached to the consumer packaging (outer or inner). Manufacturers, importers, as well as organizations engaged in wholesale and retail trade, will be connected to the "Asl belgisi" national digital labeling and product traceability system. The system operator is CRPT Turon. The entry into circulation, turnover, and withdrawal from circulation of labeled products will be tracked through the system.

The sale of mandatorily labeled vegetable oil without a labeling code will be deemed a violation of trade regulations and subject to liability in accordance with the law. It is proposed that tax authorities be charged with monitoring compliance with the requirements.

Public discussion on the draft document will continue until October 24.

For reference, mandatory digital labeling in Uzbekistan currently applies to tobacco products, alcoholic and non-alcoholic beverages (including drinking water), medicines, and household appliances.

The digital labeling system has been gradually expanding since 2020. Earlier, the introduction of aggregation for water and soft drinks was delayed until April 1, 2027.
