Mahallas will participate more actively in the greening of territories
From October 1, a two-month landscaping and beautification campaign will start in Uzbekistan, and from 2027, a new package of greening measures will be introduced in makhallas. The plans include the creation of micro-forests and mini-gardens, the assignment of specialists to makhallas, and new rules for the use of land for green spaces.
Mahallas to Participate More Actively in Greening Territories
Decree UP-206 provides for additional measures to strengthen the role of mahallas in the implementation of the "Yashil Makon" (Green Nation) nationwide project and to increase the level of greening of territories.
A two-month improvement campaign will start in the republic on October 1. During this period, sites for planting greenery will be identified, land areas will be prepared, and stocks of seedlings and shrubs will be formed.
The planting season in 2026 will begin within the following timeframes:
A forest educator will be assigned to each mahalla
Starting January 1, 2027, the "Mahalla Greening" package of measures will be introduced as part of the "Green Mahalla" project. A specialist from the Agency for Afforestation, Green Zone Expansion, and Desertification Control — a forest educator — will be assigned to each mahalla.
They will conduct short training courses for members of the mahalla council at least once before the start of each planting season.
In addition, the "Green Plot" system will be introduced starting from the autumn season of 2026.
Micro-forests and mini-gardens will be created in mahallas
The Council of Ministers of Karakalpakstan and local khokimiyats, together with the Mahalla Association, the Afforestation Agency, and the Ministry of Construction and Housing and Communal Services, will create micro-forests in areas where land-use opportunities are limited.
This refers, in particular, to plots between apartment buildings, as well as the territories of schools and kindergartens. At least two trees and shrubs must be planted on each square meter of plots ranging in size from 200 to 1,000 square meters.
In areas where it is impossible to allocate land plots or where the territories are covered with concrete and asphalt, public mini-gardens will be created. For this purpose, local authorities and sponsors will install large containers for seedlings, the Afforestation Agency will ensure their supply, and mahallas will organize the planting and subsequent care with the participation of interested citizens.
Land for greening cannot be built upon
The Committee on Ecology, the Council of Ministers of Karakalpakstan, as well as regional and city administrations are granted the right to allocate land plots to individuals and legal entities for the creation of green spaces on a contractual basis.
Such plots may be used exclusively for their intended purpose. They are not transferred into the ownership of individuals or legal entities. Construction, installation of structures, and other activities not related to the creation and preservation of green spaces are prohibited on them. At the same time, public access to such territories will not be restricted.
