In Uzbekistan, 1-year rental housing expenses for certain students will be covered through vouchers

Starting from January 1, 2027, in Uzbekistan, kindergarten fees, educational center fees, travel expenses of children from families registered in the Social Register, as well as dormitory and rental housing expenses of their children studying at universities will be covered through vouchers.

As specified in the Presidential Decree No. PF-193 signed on September 11, vouchers will be generated based on an individual plan approved by the "mahalla seven" or upon application by the child's legal representative.

The voucher will enable the coverage of established fees for child maintenance in state and non-state preschool educational organizations. The validity period of the voucher is set at 12 months, and even if the family is removed from the Social Register, the family retains the right to use the voucher during its validity period.

Through the voucher, funds equal to the fee established for child maintenance in the area where the preschool educational organization is located will be allocated to the organization. The fees established for child maintenance will be reimbursed to the organization providing preschool education services from the state budget.

The involvement of children from families registered in the Social Register in additional education in general secondary education organizations, as well as their travel (round-trip) expenses, will be covered. The Ministry of Preschool and School Education has been designated as responsible for this.

For student children of families registered in the Social Register who are studying in full-time education, the expenses for using student dormitories in state higher education institutions, living in student dormitories established on the basis of public-private partnerships, and rental expenses of students living in private housing on a rental basis will be covered.

In this case as well, the validity period of the voucher is set at 12 months. Even if the family is removed from the Social Register, the family retains the right to use the voucher during its validity period. Living expenses in student dormitories will be covered from the state budget to a social card opened in the student's name. The Ministry of Higher Education, Science and Innovation has been designated as responsible for this.

It was announced on September 3, during a meeting dedicated to discussing issues of bringing work on poverty reduction and increasing public income to a new level, that starting next year, state and private kindergarten fees, educational center fees, travel expenses, and university dormitory expenses of children from families in the Social Register would be covered through vouchers. At the meeting, the head of state outlined new approaches aimed at strengthening the social protection of needy families.

By the decree, the "Saxovat va ko'mak" (Generosity and Support), "Ayollar daftari" (Women's Register), and "Yoshlar daftari" (Youth Register) funds will be preserved. Their powers to manage funds and organize the provision of social assistance and services from these funds will be transferred to the headquarters.

Starting from January 1, 2027, determining the population's need for social assistance and services and registering them in the Social Register will be carried out through a multi-dimensional assessment system. In this process, along with the financial situation of the family, criteria such as chronic illnesses of family members, disability, external labor migration, and the family having many children will also be taken into account.

Starting from the same date, a procedure will be introduced to pay allowances to working women under employment contracts from the day their maternity leave ends until their child reaches 1 year of age.
