In Uzbekistan, entrepreneurs have been allowed to pay half of the fine

Starting October 1, 2026, new rules regarding financial fines for entrepreneurs come into force in Uzbekistan. Businesses will be able to pay half of the fine within a month or arrange an installment plan for six months. This is provided for by Presidential Decree No. PP-138 dated April 15, 2026.

If the entrepreneur manages to pay half of the fine within the established deadline, the remaining part will not need to be paid. To obtain an installment plan, it is necessary to pay at least one-sixth of the fine amount within a month after receiving the decision.

Illegally collected fines are also subject to refund. If the court overturns the collection decision, the entrepreneur will be refunded the money and the penalty fee within 15 days. In the event of a delay in the refund, interest will be accrued on the unpaid amount for each day of delay.

Starting January 1, 2027, an electronic register of financial fines will begin operating. Collection decisions will have to be entered into the system and certified with an electronic digital signature. If these requirements are not met, the fine is not subject to collection.
