The Legislative Chamber of the Oliy Majlis of Uzbekistan approved in the first reading a draft law regulating the application of financial penalties, the procedure for appealing decisions on their imposition, and the return of illegally collected funds. The document aims to create a unified and transparent mechanism for applying financial sanctions.

The bill grants entrepreneurs the right to appeal decisions on the imposition of financial penalties to higher government agencies or in court. It also guarantees the timely and full return of illegally collected funds.

A number of provisions are aimed at strengthening judicial oversight and simplifying the process for holding individuals financially accountable. As noted during the discussion, this is intended to provide additional protection for entrepreneurs from unjustified or excessive financial penalties.

The bill also provides for the possibility of exemption from paying the financial penalty or its payment in installments for up to six months. Furthermore, it is proposed to shorten the period for repaying a fine if the decision to impose it is overturned or declared invalid by a court. Interest is payable in the event of a violation of the established repayment period.

According to the authors, the adoption of the document will facilitate the voluntary elimination of violations and the timely fulfillment of established financial obligations. It is also expected to simplify interactions between government agencies and businesses on financial liability issues.

Following discussion, members of the Legislative Chamber adopted the bill on first reading.
