Fines for businesses will be reduced by an average of 2 times
"Fines should serve not to raise funds, but to promote discipline and prevention in the sector," said Shavkat Mirziyoyev.

Fines for entrepreneurs will be reduced by half on average
The amount of all types of fines imposed on entrepreneurs in Uzbekistan will be reduced by half on average. This was announced by President Shavkat Mirziyoyev during a dialogue with entrepreneurs.
Currently, 51 departments have the authority to impose financial fines. It was criticized that some departments retain part of the funds received from fines, which leads to the wrong approach of "if they check, they are afraid, if they are afraid, they pay."
The President noted that "fines should serve not for collecting funds, but for discipline and prevention in the industry."
Also, the process of returning an entrepreneur's deposit for goods purchased by state-owned enterprises will be automated.
Starting next year, the "presumption of the entrepreneur's right" will be introduced in disputes between entrepreneurs and the state. According to it, an entrepreneur is considered innocent until proven guilty in court and will not be subject to a fine or other disciplinary measure.
In addition, the "Warning for the First Mistake" rule will be introduced. An entrepreneur who violates the rule for the first time and does not cause harm to people's life, health or property will be given 10 days to eliminate the deficiency.
Supervisory authorities will pay a state fee at each court stage after the first instance.
The expert council under the Chamber of Commerce and Industry will also be authorized to consider disputes in the customs, construction, sanitary, quarantine and veterinary sectors.
