In Uzbekistan, citizens will no longer be required to submit paper copies of a number of documents
Now banks, notary offices, airports, and other service providers will no longer require paper copies of passports, certificates, and certain other documents.

In Uzbekistan, paper copies of certain documents will no longer be requested from citizens
Based on departmental documents registered by the Ministry of Justice on October 20, 2026, under numbers 3958 and 3959, amendments and additions were made to 33 departmental documents. This allows citizens to present documents in electronic form and relevant organizations to accept them.
Electronic documents will be available on the "my.gov.uz" portal and in the "Ijtimoiy karta" (Social Card) mobile application. These include a biometric passport, ID card, birth and marriage certificates, pension certificate, disability certificate, war veteran certificate, and student ID.
According to the new order, digital documents may be presented in the following cases:
- In banks — to confirm identity when using banking services and in certain financial operations;
- In notary offices — when performing notarial actions;
- At airports — when checking in for domestic flights within Uzbekistan;
- In telecommunication services — when concluding a service contract with a subscriber;
- In pawnshops — when concluding a contract;
- In medical and social institutions — when using paid services.
In addition, electronic documents will also be accepted when paying compensation to war veterans, confirming a donor's identity when donating blood and its components, during the military registration of citizens, and in a number of other services.
The ability to present electronic documents is aimed at reducing the need for paper documents in public services.
For reference, unified digital services for identity verification and a number of other documents were introduced by Government Resolution No. 897 dated December 27, 2024.
