In Uzbekistan, if employees of educational and upbringing institutions are held liable for violence against a child, the employment contract concluded with them can be terminated at the initiative of the employer. This change is provided for in the law on strengthening the protection of children from all forms of violence, which was approved by the Senate on October 2.
According to Senator Pokiza Akhmedjanova, this amendment being introduced to Article 161 of the Labor Code is aimed at increasing the responsibility of education system employees and creating additional guarantees for children's safety.
According to the data she presented, in 2025 alone, 122 cases related to violence against children were identified in educational institutions. Of these, 38 occurred in kindergartens, and 84 in schools.
"Now, if an employee of an educational or upbringing institution commits violence against a child, the employment contract concluded with them will be terminated by the employer. This is a legal guarantee for clearing educational and upbringing institutions of unworthy individuals and creating a safe environment for children," the senator said.
The law also provides for amendments to Article 47 of the Code of Administrative Responsibility.
Liability is established in cases where parents, despite having the necessary capabilities and knowledge, deliberately fail to meet the basic needs of the child, and this has led to the impairment of their health or development.
According to Akhmedjanova, this norm is aimed at increasing the responsibility of parents for the proper care of children.
A new Article 198-10 is also being added to the Code of Administrative Responsibility. According to it, fines will be imposed on officials and citizens for failing to comply with the decisions of commissions on children's issues or for obstructing their implementation.
The senator noted that this measure should increase the effectiveness of the decisions of commissions dealing with child protection on the ground.
Another amendment concerns the confidentiality of appeals from individuals who have been subjected to harassment and violence.
At the request of the applicant, the written response may not be sent to their residential address. Akhmedjanova said this will serve to reduce the risk of repeated violence against women and children.
The amendments provide for life imprisonment for sexual offenses against children under the age of 14, video recording of the interrogation process, restricting individuals prosecuted for violence from working with children, and other changes. For the law to enter into force, it must be signed by the president.
