How state registration of medical workers is carried out

Starting from January 1, 2030, only specialists who have passed state registration in the relevant specialty will be allowed to engage in medical and pharmaceutical activities. By Resolution of the Cabinet of Ministers No. 577 dated October 19, 2026, the registration procedure was approved, providing for the conduct of special examinations and the issuance of electronic certificates for a period of five years.

What will be the procedure for state registration of medical personnel

Cabinet of Ministers Resolution No. 577 dated 19.10.2026 "On introducing a system for granting the right to engage in professional activity to medical and pharmaceutical personnel through state registration" was adopted.

The document enters into force after three months.

This document, in accordance with Decree No. UP-192 dated 10.09.2026, approved the Regulation on the procedure for state registration, suspension, cancellation, and re-registration of medical and pharmaceutical personnel.

State registration applies to specialties included in the nomenclature of specialties in which medical and pharmaceutical activities are performed.

State registration of medical and pharmaceutical personnel and the organization of special exams are carried out by the Center for Assessment of Qualifications of Medical and Pharmaceutical Personnel. For this purpose, the Medical Qualification Platform will be developed and implemented.

The Assessment Center maintains a Unified Electronic Registry of Specialists in the Medical and Pharmaceutical Field, which enables state registration, monitoring of professional activity, as well as free access to data.

An applicant has the right to undergo state registration in several specialties, in which case a separate application is submitted for each specialty.

Starting from January 1, 2030, the right to engage in medical and pharmaceutical activity will be granted for a term of five years only to persons registered in a specific specialty. A person who has not undergone state registration does not have the right to engage in medical or pharmaceutical professional activity in the relevant specialty.

From July 1, 2027, to January 1, 2030, employees will be able to undergo state registration in their specialty voluntarily based on the results of a special exam or automatically during the process of awarding qualification categories.

Employees with at least 20 years of work experience in their specialty and an academic degree are state-registered without a special exam.

The application can be submitted through the Public Service Center, the Single Interactive Public Services Portal, or the "Tibbiy malaka" platform. Electronic applications can be sent around the clock, every day, regardless of weekends and holidays.

The authorized body considers applications within five working days and makes a decision on admitting or denying the applicants admission to the special exam.

The certificate is issued in electronic form. Its authenticity can be verified through the Unified Electronic Registry of Medical and Pharmaceutical Specialists. The original copy of the certificate or its duplicate in paper form is not issued.

State-registered employees are required to undergo re-registration every five years to continue their professional activity.

The document was published in the National Database of Legislation and enters into force on 22.01.2027.
