Employees of the National Agency for Social Protection will not be widely granted a 300 percent allowance

A 300 percent allowance will not be mass-distributed to employees of the National Agency for Social Protection

Reports have spread on social networks that, in accordance with the Cabinet of Ministers' decision of September 17, employees of the National Agency for Social Protection will be given an allowance of up to 300 percent and bonuses of up to 13.6 million soums. The Agency, however, stated that these reports did not fully reflect the content of the decision.

According to the agency's explanation, the decision establishes the procedure for the formation and use of extra-budgetary funds in medical-social and educational institutions within its system. According to it, forecast indicators for the paid services and production activities of the institutions are determined annually.

It also provides for encouraging employees who have contributed to the fulfillment of these indicators. In particular, it is planned to organize service and production processes in order to establish occupational therapy for persons in need of social protection and to realize their professional and creative potential.

Persons in need of social protection and employees who contributed to this process can be incentivized from the extra-budgetary funds formed from this activity.

The Agency specifically emphasized that there is no rule stating that a 300 percent allowance is mandatorily given to all employees. The amounts of up to 300 percent, up to 5 times, or up to 10 times indicated in the decision represent the maximum limits of the incentives.

The amount of the incentive is determined based on the extra-budgetary funds formed in the institution, the employee's contribution to this process, and the established procedure. Therefore, these payments are not given to all employees equally or on a mandatory basis.

Additionally, a mandatory 300 percent additional payment to the official salaries of employees has not been introduced at the expense of the state budget. If the relevant extra-budgetary funds are not formed in the institution, incentives from these funds will not be implemented.
