The powers of the Agency for Assessment of Knowledge and Skills and the procedure for paying bonuses to its employees have been established

The main areas of activity, powers, and the procedure for material incentives for employees of the Agency for Assessment of Knowledge and Skills under the Ministry of Higher Education, Science and Innovation have been established. The relevant regulation was approved by the decision of the Cabinet of Ministers dated September 17.

According to the new regulation, the agency performs tasks such as organizing and conducting test exams related to the assessment of education and qualifications, developing control materials, calculating and analyzing test results. Also, improving qualification and knowledge assessment systems is defined as one of the main directions of the agency.

The agency will also have powers to control the quality of test exams, regularly update tasks, and analyze their effectiveness.

The document also defines the agency's activities in the field of international cooperation and assessment. It can cooperate with foreign and international organizations, study international experience, and introduce advanced approaches to assessment systems.

In addition, the tasks of the central apparatus and regional divisions of the agency are specified separately. Regional divisions must implement the tasks set by the center on the ground, organize assessment processes, and generate relevant data.

The decision also establishes a new procedure for material incentives for the agency's employees. Starting from October 1, 2026, monthly bonuses are provided for employees depending on their length of service. The amount of the bonus is determined based on a coefficient ranging from 0.3 to 1.5.

In particular, employees with 1–3 years of service will receive a bonus in the amount of 0.3 coefficient, 3–5 years — 0.6, 5–10 years — 0.8, 10–15 years — 1.0, 15–20 years — 1.2, and employees with more than 20 years of service — 1.5 coefficient.

In addition, the document also provides for procedures related to additional incentives for employees and, in some cases, the provision of material assistance.

The new regulation is aimed at organizing the agency's activities, clearly defining its powers, improving assessment processes, and unifying the mechanisms for encouraging employees.

By the government's decision of July 29, the regulation "On the procedure for conducting qualification exams for issuing national certificates to primary education teachers" was approved.

According to the decision, starting from the 2026/27 academic year, primary education teachers teaching in primary classes who hold a national certificate of level B+ and higher will be paid an additional monthly bonus of 15 percent of their base salary for all subjects in accordance with the relevant language of instruction, funded by the state budget, during the validity period of the certificate.

According to the regulation, the Agency for Assessment of Knowledge and Skills is the competent body in this field. To participate in the qualification exam, a fee in the amount of 1.5 times the BCA (Base Calculating Amount) on the day of application is charged from the applicant during registration. The results of the qualification exam are calculated based on the international methodology — the Rasch model.
