President Shavkat Mirziyoyev has ordered the development of a four-year program for the improvement of 400 mahallas in Tashkent, following the example of the "Kichkirik" mahalla in the Almazar district. It is planned to allocate 10 trillion soums for these purposes. The head of state announced this at a meeting on September 11.

According to him, in the current conditions, it is necessary to more actively utilize the potential of each district and mahalla, increase investments, added value, and the number of high-income jobs.

"Each district khokim must create two large shopping complexes or malls in their territory, which will attract residents and tourists like a magnet," Shavkat Mirziyoyev said in a report by the "Uzbekistan 24" TV channel.

He instructed the khokim of Tashkent, Shavkat Umurzakov, and the khokims of the 12 districts to identify specific sites, investors, and sources of funding by October 1.

"Tashkent must be an example for everyone — in all spheres," the president stated.

Mirziyoyev spoke separately about the transformations in the Almazar district. According to him, since the beginning of the year, about 1,000 new entrepreneurs have emerged here, bringing the total number to around 12,000.

"If the district khokim, Kudratilla Tulyaganov, talks to 50–60 entrepreneurs every day, businesses will expand, and the unemployed will be able to earn an income," he said.

Following the president's instructions, nine streets in the district were improved and, according to the head of state's assessment, became more attractive for businesses, residents, and tourists.

Mirziyoyev also spoke about his visit to the "Kichkirik" mahalla.

"Previously, if residents wanted to go for a walk after work, there was practically not a single normal pedestrian path, everything was dark. The area along the canal was particularly neglected. Due to the poor sanitary and ecological condition, entrepreneurs were not interested in opening businesses here," the president noted.

In a short period, a kindergarten for 450 children, sports grounds, a park, an amphitheater, pedestrian paths, and fountains were built in the mahalla.

"Today, I saw for myself how much this has changed the mood and quality of life of the 5,500 residents of this mahalla," Shavkat Mirziyoyev said.

The khokim of the Almazar district planned to transform three more streets by the end of the year, but the president called this figure insufficient.

"This is very little. The question arises: if residents, entrepreneurs, and tourists like these streets, why should we wait for subsequent years to transform another eight streets?" he stated.

Mirziyoyev ordered work to begin the very next day on Talabalar, Chinboy, Ozod, Korasaroy, Nurafshon, Sagban, Oltinsoy, and Gulsaroy streets in the Almazar district.

In addition, similar work must start on at least five to six streets in each of the other 11 districts of Tashkent.

According to the president, funding issues have already been resolved and a corresponding decision has been made for the 100 streets proposed by the district khokims.

"[First Deputy Minister of Economy and Finance Ilkhom] Norkulov must release the funding no later than tomorrow. District khokims do not need to wait — they must move to practical work together with entrepreneurs as quickly as possible," the head of state said.

Shavkat Mirziyoyev also instructed that a four-year program for the improvement of 400 mahallas, modeled after Kichkirik, be approved within a week. "We will allocate 10 trillion soums for this," the president declared.
