Assessment of needy families, benefits for working mothers, and a voucher system — what changes are expected in social protection?
Starting from January 1, 2027, a new multidimensional assessment system will be introduced to determine the population's need for social assistance and services, and to register families in the Social Register. Along with the financial situation of families, it will also take into account factors such as chronic illnesses, disability, external labor migration, and the number of children in the family. This is specified in the relevant decree of the President.
Under the new procedure, the socio-economic status of families will be assessed based on a point scoring system. Depending on the results obtained, families will be divided into relevant categories and provided with social assistance and services.
The National Agency for Social Protection, together with the Ministry of Economy and Finance, is tasked with submitting a draft regulatory legal document to the Presidential Administration by December 1, 2026, on the practical implementation of the new system for registering families in the Social Register through the multidimensional assessment system, categorizing them, and directing them to relevant services.
Additionally, starting from January 1, 2027, a procedure will be introduced for paying child care benefits by the State Social Insurance Fund to women working under an employment contract, from the day their maternity leave ends until their child reaches one year of age. Some state social support measures will be provided through vouchers.
The voucher system is a mechanism for providing state social assistance to recipient citizens in electronic form, granting them the right to use a service or payment. The voucher is generated based on the recommendation of the "mahalla seven" and remains valid for a specified period. It is intended to cover the costs of placing children in kindergartens, additional education for students, medical treatment, and other social services.
Furthermore, there are plans to introduce certain tax incentives for employees registered in the Social Register. In particular, it is envisaged to deduct certain expenses incurred by enterprises for their employees, primarily those registered in the Social Register, from the corporate income tax base, as well as to exempt them from land and property taxes.
These expenses may include the construction of preschool education facilities for the children of the enterprise's employees and their maintenance for up to three years after handover, as well as the construction and operation of temporary housing for employees during their period of employment at the enterprise.
