Appeals regarding workplace harassment will be reviewed through an electronic portal

By Decision No. 518 of the Cabinet of Ministers dated September 28, 2026, the procedure for ensuring a safe and respectful working environment in the labor sphere within state bodies and organizations has been established.

According to the decision, the "Safe and Respectful Working Environment" information portal will be launched by January 1, 2027. It will serve as the primary channel for receiving appeals regarding cases of harassment and violence in the labor sphere.

Periodic risk assessments of harassment and violence cases, as well as analyses of the organizational environment in state bodies and organizations, will be conducted at least once a year.

An appeal on the portal is registered automatically and assigned a unique number. The appeal can be submitted in an open, confidential, or anonymous form.

An appeal not submitted through the portal must be entered into the system by the responsible employee within one working day. The investigation into the appeal will be completed within 15 days.

If necessary, the investigation period may be extended once for up to 30 days. The appellant, the victim, or the person against whom the appeal was filed may lodge a complaint through the portal within 30 working days from the date of receiving notification about the legal enforcement measure.

Temporary restrictive measures may be applied to the person against whom the appeal was filed during the period the appeal is being reviewed. These include restricting communication, including labor relations, temporarily suspending management authority, or partial or complete suspension from performing job duties.

If there is an immediate threat, temporary protection measures are applied within one working day, and in other cases, no later than three working days from the day the risk is identified.
