Proposals aimed at improving the system of training and professional development of personnel in the fields of medicine and pharmacy were presented to the President. The presentation was dedicated to the introduction of a system for state registration of medical and pharmaceutical workers.

Part of the presentation was dedicated to the issue of introducing a state registration system for medical and pharmaceutical workers.
In order to ensure the quality and safety of medical services provided to the population, an independent assessment system for the knowledge and practical training of specialists will be established.
A unified electronic registry covering all medical and pharmaceutical workers will be created. It will be integrated with 16 databases, allowing information regarding a specialist's education, qualifications, and professional activity to be centralized in one place.
It is proposed to introduce state registration on a voluntary basis starting from 2027, and on a mandatory basis from 2030. Subsequently, a specialist who has not undergone state registration will not be able to engage in medical or pharmaceutical activities.
The assessment will be carried out in stages — first in fundamental and clinical sciences, and then in the specialty. For this purpose, a unified bank of tests and assignments, as well as modern simulation bases, will be established. Specialists who fail the exam will be given an opportunity to retake it.
Encouraging employees who voluntarily join the new system earlier is also envisioned. It was proposed to pay an allowance of up to 5 times the minimum wage to university-educated doctors and pharmaceutical workers, and up to 2.5 times to mid-level medical and pharmaceutical workers who successfully pass the exam and are registered in the state registry.
A separate center will be established to organize the state registration and assessment of specialists' qualifications.
The presentation also reviewed issues of improving the continuous professional education system for medical and pharmaceutical workers.
It was emphasized that because diagnostic and treatment methods, medicines, and technologies are rapidly updating in modern medicine, it is important for specialists to regularly improve their knowledge and practical skills.
To this end, a new continuous professional education system covering all medical and pharmaceutical workers will be introduced. Education providers and programs will be accredited, and the processes will be digitized.
