The Importance of Conducting a Census. A population census is one of the oldest instruments of public administration. People, land, households, and property were counted in ancient Egypt, China, Greek city-states, and Rome. At that time, population data was necessary for food distribution, tax collection, and military conscription. A modern census addresses a broader range of issues. It reflects population size, family composition, age structure, and so on.
