In the center of the Marhamat district of the Andijan region, shops, market stalls, and cafes have now been erected around a multi-story apartment building in areas that used to be a playground and a parking lot. The entrance corridor to the building has been turned into a changing room for customers of a clothing store. “When entering and leaving our home, we encounter women changing clothes in our corridor,” says one of the applicants.
Kun.uz received a complaint from residents living in a 4-story building located on Mustaqillik Street in the Marhamat district.
According to them, there used to be a playground and a parking lot around the building, but later an entrepreneur named Shukhrat Ganiyev built commercial facilities in place of the playground and parking lot and leased them out to people.
“There are no adequate conditions for the residents of the multi-story building. You can neither park your car near your home, nor can your children go out and play. We have to park our cars 100-150 meters away. Even our entrance corridors to the building have become clothing shops. Women dress and undress in the corridor. When you are leaving, someone is standing naked, and when you come back down, someone else is getting dressed. There are many uncomfortable situations.
When you tell the entrepreneur: ‘At least leave the entrance alone, let us enter and leave the house freely, our spouses and sons are coming and going,’ he makes excuses, saying: ‘I leased this place out, I will take the rent money and renovate the entrance.’ Many neighbors, tired of such situations, put their apartments up for sale, but no buyers are coming forward because of the conditions around the building.
Let them return our parking lot and playground to their places. Let them open up the entrance paths so we can freely drive up to our building in our cars,” says an applicant named Doniyor Odilov.
“I have provided 150 people with jobs”
“I have been engaged in entrepreneurship since 2007. We have 33 hundredths (sotix) of land in the district center. We built the apartment building on 3-6 hundredths of it. In front of the building, we have a square of about 700-800 square meters. At least 150 people are provided with jobs here. We have a cafe, a kitchen, phone shops – everything was done legally, registered with the relevant organizations, and we obtained the permits.
The multi-story building has two entrances, and the residents of the building themselves leased out the two kitchens next to them. Why? It was leased out so that the rent could cover the costs of the building, such as sewage system breakdowns, its repair, water, and gas,” he says.
“If it is illegal, I will have it demolished in one day”
Dilkhush Ismoilov, the deputy khokim of the Marhamat district for construction, said that if the buildings and structures built around the multi-story building were constructed illegally, he would have them demolished.
“This building was constructed before I came to work; it was not built during my tenure. We will look through the documents with the architect and cadastre officials. If it was illegally occupied, we will take measures in accordance with the procedure established by law. If illegal construction was carried out in place of a playground or a parking lot, I will have it demolished in one day,” Ismoilov said.
