Uzbekistan Signs Contract for Supervision of Upper Pskem HPP Construction

Uzbekhydroenergo JSC has entered into an agreement with Turkish firm Dolsar Engineering Inc. Co. to provide engineering support for the construction of the Upper Pskem Hydropower Plant (HPP). According to the Uzbekhydroenergo press service, the contract includes project management and technical oversight of the construction process.

The deal was signed by Customer Service for Hydropower Construction LLC, a subsidiary of Uzbekhydroenergo, and Dolsar Engineering, the company that won the tender. The signing ceremony was held within the framework of the hydropower plant construction project.

Bringing in an international engineering company is intended to add global expertise and modern technical methods to the project. The project management consultancy (PMC) services under the contract cover both project management and technical supervision.

The partnership also предусматривает the application of modern solutions and management tools to ensure that construction meets the established requirements.

The Upper Pskem HPP is planned for the Pskem River. The project is one of the initiatives designed to expand Uzbekistan’s energy infrastructure and make use of the country’s hydropower potential.

Construction of the plant is предусмотрена by Presidential Resolution No. PP-163 of 1 May 2026, “On Urgent Measures for the Further Development of the Hydropower Sector”.

The engineering support is expected to include construction planning, quality control, compliance with technical safety standards, and completion of the work within the set deadlines.
