Uzbekistan Intends to Reduce Rescuers' Arrival Time in Cities to 5–7 Minutes

President of Uzbekistan Shavkat Mirziyoyev was presented with proposals to improve the emergency response system. One of the key tasks is to reduce the arrival time of rescuers to 5–7 minutes in cities and to 15–20 minutes outside of them.

As noted during the presentation, urban growth, technological development, and climate change present new challenges for rescue services. At the same time, the location of a number of fire and rescue units, the condition of their buildings, and their level of technical equipment do not fully meet modern requirements.

The Head of State emphasized that saving human lives must remain the top priority in modernizing the system. In this regard, instructions were given to implement the "golden minute" principle and increase the speed of emergency response.

In particular, it is planned to reorganize and equip with modern technology 25 fire and rescue stations in cities and districts with a population of over 250,000 people.

It was also proposed to create the "Madad" national multi-purpose specialized rescue center capable of operating in complex conditions, an air rescue unit, and a research center for emergency management.

Special attention was paid to improving the operation of the single dispatch service "112". Plans include strengthening control over the processing of citizens' requests — from the moment of receipt to execution — as well as improving information exchange between emergency services.

To increase response efficiency, it is intended to make wider use of digital technologies and artificial intelligence.

The President also instructed to expand the training of specialists for rescue units. In particular, it is planned to organize training for rescue divers based on a dual education system at the rescue training college.

In addition, staff at tourist facilities will be trained in emergency response and first aid.

Following the presentation, the Head of State instructed the responsible agencies to take measures to increase the operational speed of rescue services and improve the emergency response system.
