Uzbekistan is expanding digital notary services.
In Uzbekistan, 1,156 notaries provide over 70 types of services, 20 notarial acts are available online, and fees for online services have been waived.
The notary system in Uzbekistan is actively developing, with a particular focus on expanding digital services and transitioning to electronic interaction between notaries and government agencies. At a meeting of the Legislative Chamber of the Oliy Majlis, Justice Minister Akbar Toshkulov's response to a parliamentary inquiry regarding the quality and transparency of notary services was considered.
Since the beginning of 2020, private notary offices have been permitted to operate in the country. Currently, more than 1,156 notaries provide citizens with over 70 types of notary services. In remote and hard-to-reach regions, these services are also available through four state notary offices.
One of the key areas of the reform has been the digitalization of notary services. The E-notarius.uz portal allows citizens to find the nearest notary, register for an online appointment, verify the authenticity of a power of attorney, submit an electronic request, and inquire about any encumbrances on property.
The electronic program "SHAZHARA" is used to process inheritance cases, helping to determine the circle of heirs. Thanks to digitalization, the principle of extraterritoriality has also been implemented in notarial acts.
The automated information system "Notary" is integrated with 40 information systems from 22 ministries and agencies. This has reduced the volume of documents and information that citizens must provide themselves by 95 percent. Notaries receive the necessary data through interdepartmental electronic interaction.
The technical capabilities of the "Notary" system have been expanded to create an electronic archive, ensuring the complete preservation of the text of notarized documents. As a result, the need to print and file more than 15 million documents annually is eliminated.
Currently, 20 types of notarial acts are available online. Effective July 2026, the additional fee of 30 percent of the basic tax rate, previously charged for using online notarial services, has been abolished. The cost of online and offline services is standardized. According to the minister, in the first month alone after the additional fee was abolished, the population saved over 9.4 billion soums.
At the same time, work is underway to ensure uniform application of legal requirements by notaries. More than 30 analyses and monitoring studies were conducted using the Notary system between 2023 and 2025, and for the completed period of 2026. Legal action was taken against notaries who committed violations. Measures are also being taken to prevent similar violations, and notaries are regularly provided with methodological recommendations and clarifications on notarial practice.
The new version of the draft law "On Notaries" proposes introducing additional mechanisms to prevent disputes related to the disposal of joint property of spouses. Specifically, it envisages the introduction of such notarial acts as "Joint Will of Spouses" and "Inheritance Agreement."
Following the discussion, the deputies proposed expanding the list of notary services available remotely, continuing regular training for notaries on law enforcement issues, and expediting the preparation of a new version of the Law on Notaries.
The Minister of Justice's response to the parliamentary inquiry was noted by the deputies.
