One-stop shops and proactive case management will be introduced in Uzbek courts.

As part of the "Justice 2030" strategy, the procedure for citizens and entrepreneurs to appeal to the courts in Uzbekistan will be significantly simplified. One-stop shops will be established in court buildings, the range of digital services will be expanded, and a number of formal grounds for returning claims will be eliminated.
By 2030, service offices will be gradually introduced in courts, where citizens will be provided assistance in preparing procedural documents and using digital services. Furthermore, by the end of 2027, the Supreme Court, in collaboration with the Ministry of Digital Technologies, will modernize the my.sud.uz portal, launching an updated mobile app, standard appeal services, and a user-friendly search for judicial decisions.
Starting January 1, 2028, a "proactive management of economic cases" standard will be introduced for the consideration of economic disputes. Judges will be required to assist in eliminating minor formal deficiencies. The practice of returning claims due to lack of jurisdiction will also be eliminated: courts will independently refer such cases to competent courts.
The reform is also aimed at increasing the openness of the judicial system and strengthening its independence. As part of these new approaches, the country plans to annually publish a Justice Quality Index in Uzbekistan. The Supreme Court and the Supreme Judicial Council will develop the corresponding indicator system by the end of 2027.
